Capacity Building Training Program (CBTP)


Capacity Building Training Program is one of the major programs of Insan Foundation Pakistan (IFP) undertaken with the support of World Accord Canada through South Asia Partnership-Pakistan. It is 2 years' program that aims to enable the partners who work in child rights field to:

  • Gain a deeper theoretical and practical understanding on the issue of child labor

  • Effectively generate resources for their programs in child labor sector

  • Design and launch sustainable and integrated projects to combat the menace of child labor from different levels

  • Learn effective communication skills that can help abridge communication gaps between partners and communities, and

  • Launch mass mobilization campaigns for phasing out child labor

The program contains the following activities for each province:

  •  workshops

  •  national seminar

  •  research on child labor (Punjab province) and

  •  variety of follow up activities among workshops that:

- link one workshop with the other

- help partners enhance their vision and skills by field experiences

- support partners' to design and launch advocacy initiatives, and

- assist them to liaison with each other

Taking interactive learning methodology into cognizance, CBTP is designed to operate in two yearlong phases, i.e., Punjab and NWFP. The topics of the training workshops are:

1. Dynamics of Child Labor and Combat Strategies
2. Effective Community Interventions For Elimination of Child Labor
3. Legal Instruments on Child Labor in Pakistan
4. Sustainability in Initiatives on Child Labor (Link with Reports)

The program also includes field visits and different follow-up activities.


Learning culture:

Capacity Building Training Program is based on active learning principles, emphasizing upon group works, role-plays and discussions and mini-lectures.

IFP has developed and implemented various new tools in CBTP to assist the partners in finding their strengths and weaknesses. Special late night informal events are part of the program to help them in exploring issues further. The partners are put in real life solutions to analyze and find solution for them. Many exercises have been devised to enable them to relate the workshops' learning to the situations that they face in communities. Special assignments are also planned in order to assist them to evaluate themselves and the impact of the workshops.

What is certainly more important about CBTP workshops is that despite the fact their content is overwhelmingly detailed, their function is to activate, rather than to work as a recipe. Follow-up activities are actually the source to enhance the capability to be an effective part of the struggle for change. These activities include awareness campaigns, networking, jointly funded community-based initiatives and on-the-field consultancies and support.

Despite the fact that the whole program has been designed already, it is still very flexible to welcome productive changes. On the basis of regular feedback and reflections from partners, the strategies of the program remain open to improve.

Partners' Selection:

CBTP is a program for organizations working for child rights and education in Pakistan. Applications for participation in this program need to be forwarded on special prescribed forms, requiring from requested agencies to answer a set of questions about their strengths, weaknesses, organizational systems, service delivery mechanisms, programs and perceptions and experiences about child labor. The selection for participation is subject to qualification of the assessment of the nominees and the organizations. It is conditional for nominees to have minimum intermediate qualification and some knowledge about human rights phenomenon. It is also essential for them to attend all the training workshops.
In CBTP, preference has been given to the organizations that nominate one female. To begin the partnership, a Memorandum of Understanding needs to be signed with Insan Foundation Pakistan. First ten selected organizations are entitled to receive bursaries for participation in the program.

CBTP Today:

Punjab and NWFP phase of CBTP has been completed with a group of 9 organizations (18 individuals) from 9 districts and 11 organizations (22 individuals) from 10 districts respectively.

The CBTP partners carry out several activities to the follow-ups of the workshops. The program has helped establish a network of NGOs/CBOs collectively designing and implementing the programs. This network has been established after a process of training and realization of certain gaps in the existing child rights struggle. In this sense, it is a need-based network in which partners help each other not only in deigning and implementation of their programs but also offering on-the-job support for further strengthening their organizational and personal capacities. The idea of forming Youth Assembly emerged during this exercise, on which IFP is working. Some of the CBTP partners are the part of National Education Program for Peace and Tolerance.

At the moment, Insan Foundation is preparing to take CBTP to the province Sindh and Balochistan as well.
